Dear Experts,
Is there any option available in CCMS where I can do the proactive monitoring so that if many jobs are in WAIT state, an alert will be thrown.
Or any other means from which I can get the alert.

But I was not able to find where the settings are for triggering the email alert if all the background processes are occupied.

You can start off by looking at customizing CCMS using transaction RZ21.
There is lot of material out there on SDN and help.sap.com which can help you with what you are seeking for.
