Yes you can use workflow for the Project close.... I have used the workflow for the setting WBS to close status... This has to be developmed by ABAP / Workflow resouce.... Just will have to provide funcation background. Normally this type of requirement comes when your Project Magr / Paroject Partenr , wanted to have check before closuer of the project.
This application can be build based on User status.. If you are using user status than based on user status yolu can easily trigger system status......
Say if you close the project / WBS --> system put some intemediate status like at submitted for close approval ) -->if workitem has been approved by relevent authority --> sys changes user status and in turn system status get changed... If user rejects than you can triger diff. user status / previous user status.
Provide this logic to your ABAP. I hope this will help you.
