Tender Status - Freigh cost estimate in shipment document (VT01N)

Hello,

Can you please guide me how to configure "Shipment tendering for service agents". Overview of the shipment document there is a tab "Freight cost estimate" I guess this is related to the tender status.

Please provide the detail steps of the configuration.
