Hi SRM Gurus,
1.Suppose one shopping cart # XXXXXXXX was created by TESTER1 on behalf of TESTER2.
2. Shopping cart has subsequently been rejected by first approver APPROVER1 and hence Rejection email and the shopping cart has been sent back to TESTER2.
3. TESTER2 does NOT have any Requisition roles (This was the reason that this shopping cart was created shop on behalf of).
4. This is the standard SRM workflow system design.
Whether is there any BADI's which will help for the scenario as "SC rejection mail should go to
creator of the shopping cart not to onbehalf person".

Yes this is the SRM standard behaviour.
Please check the mail sending program: RSWUWFMLEC and Change the binding conditions for WS99900020 WS99900010 and WS99900021 in workflow side.
