In CJV4 ,I want to give authorisation to two departments, that is
transfer of Operative to Version should be possible only by Projects
and transfer of Version to Operative should be possible only by Finance.
Please guide me how to do this...

You need to play around with below authorisation objects:
PS: Transaction-Specific Authorizations in Project System C_PROJ_TCD (Field -Department for authorization check with Activity Project versions-PSARG)
PS: Simulation (Authorization Group) C_SIMU_BGR (Field-Authorization Group) along with config node 'Stipulate Version Keys for the Simulation'
