I have always been under the impression that Upgrade is what provides brand new functionality whereas support packs are what provide fixes to existing functionality. Am I wrong in my thinking? Is it possible that support packs have brand new transaction codes in them added as new features to the existing version of SAP? Or will the new features come only as part of Enhancement packs ?

Support packs in general do not have brand new functionality. The main purpose is to correct bugs in a system.
However, in rare cases, transaction codes or minor functionalities might be added if a business process cannot function without them, OR if they were missed in the original delivery of the release. I can't think of any examples at the moment, though.
