hi,
no need to use BPM it can be done in receiver determination by adding another receiver.

BPM in SAP XI is generally used for stateful message processing. Having said that if you want two messages to be processed depending on certain criteria you will have to use BPM.
The places where we generally use BPM is:
1. Error handling.
2. Handling messages from multiple senders
3. Collecting of messages
4. Splitting of messages
5. Processing message based on certain criteria
6. If the receiver structure is created based on certain criteria.
Also, you can find examples in here

BPM is one way to raise your alerts in an excetion step. This does not mean BPM is mandatory for raising alerts
hope these links give u clear information.

BPM is used mostly when you have to collect idocs or to apply an advanced scenario (when you required something like trigger exceptions, send alerts or perform several steps)
In your case, if the only requirement is to send the same message to several receivers you'll only need one receiver determination with several configured receivers, and the interface det and receiver det according that quantity of receivers

No need of BPM here, just configure multiple receivers in Receiver determination.
