while doing VL10B i don't want to create the delivery.

is your stock transport delivery triggered by a PO? if so, then the PO should not be released to prevent delivery creation.

it is created by PO only but i cannot track all the PO,s
if stock level is high in other plant i have to restrict the dispatch of material.
we will check manually the stock level.
i want to know there is any standard way like delivery block or something like that.

Not sure whether there is a standard configuration available for blocking a delivery for a particular plant.
Well you can try this with User exit for Delivery Processing.
