I would like to make a 1st level tab available to a group of users.
I would like to customize the 2nd level navigation (under that tab) for different sets of those users.
I've tried to to do this by assigning "subroles" under the top-level role, with the user sets assigned to those subroles accordingly. However, the subroles show up for all users regardless.
Does anyone have a solution for this problem?

Permissions are granted at the 'role' level. What we did was create different roles, all with the same text displayed. You can then assign different worksets to the roles, and use the 'merge' functionality to combine roles and worksets for the different groups of users.
If you map it out beforehand, it shouldn't be that big of a job.

In your case, you would do the following:
Main Role: Set merge ID (such as MergeRole), and set merge priority to 50. Set entry point to true.
Create Subrole 1, 2 and so forth: Create worksets which will be second-level navigation. Set merge ID of role to MergeRole. Set entry point to true.
Assign users to Main Role, and then select users to the subroles.
You can play with the creation of worksets and folders, as well as sort prioerity, to adjust how the navigation is presented.
