SC Approval Preview - Add Approver

Dear Experts ,

We are using SRM 5 Classic scenario ,

The Button " Add Approver " on the SC Approval Preview is disable when the process of the SC is before "ORDER" ..

How can we active the Button to add approver to the SC ?
