In start routine or general routine,
is it possible to Loop in data package more than 1 time?

yes, as mentioned it's possible to loop data package more than 1 time, normally we will loop once.
if you consider to loop again after some modification, loop on the result of data package, with nw2004s there is 'end routine' (beside start routine), take a look sample

you can loop as many times as possible, but remember that looping is not suggested in routines.

As many times as you want. However, that may not always be the most efficient solution as any loop takes time and slows down the loading performance.
