Our client do not want to implement Time Management. Where can we record Employee related information so that we can play monthly salary through payroll.
You have to atleast implement negative time management, that is the most basic of time menagement as without creating Infotype 0007 of Planned Working Time you wont be able to hire employees and without that you cannot run payroll.
