I need a way to tell that a delivery is caused by Sample Order so that I can produce the shipping labels (there are 2 u2013 an address label & a product label). Any ideas that are quick and easy to do using output determination

Correct me if i understood your question in right manner, you want to set up the Sales cycle for Promotional activity for a material XXX.
If this is the case then you need to go for Sales Order type "FD" and maintain the item category as TANN. I don't think you can achieve this using Output Determination procedure.

I think you can use the scenario-delivery without order reference, use the delivery type LO and create delivery without order reference and using the output determination functionality you can have two output types for your address label and product label outputs.
