Del. Compl. Ind. in trx MIGO doesn't work

We have R3 4.70

When we made a partial good receipt, we accepted less quantity than original PO quantity. In this item we fixed the DEL. COMPL. IND. Because, the rest of materials we not want to receive.

However, in trx MIGO still appear the item and we can made a good receipt by the rest of the materials.

How we do to activate this functionality?

it is standard design that you can still do further receipts even the Deliver complete indicator is set:

Reduce order quantity to equal the GR quantity and dont allow overdelivery. Enter a last goods receipt date, if you dont want allow further receipts.
