Check the wethere the Payroll is run for the user for given period.
WE have have check the all details its all right in SAP like payroll run etc etc.

check your EDTIN settings by using T-code "PE03" Give Feature EDTIN Check your county grouping and give the same "Variant" name which you are using in "PC00_M08_CEDT" .
