Hi,
I have created a BOM (Plant X) of 2 components.
The first component is produced in Plant X but the second component is produced in Plant Y.
Ths systeme check availability only in the Plant X. For the second, the system check in the plant X and propose to check in others plants (Y).
The second component exist only in Plant Y. it's possible to check availability for this components directly in the Plant Y.

Availability check takes place at plant level. Either it will check at "X" or Plant "Y" not in both. Might be you can extend the material of plant Y to Plant X.

Have you checked the availability of mat Y in plant Y i.e. sales view activate availability check.

Planning (MRP) and availability check takes place at plant level, so I think you have "no hope" to consider two plants at the same time (in standard system)...
ComponentY should be checked in plantY as per SAP ECC logic.
I'm not very familiar with APO, but it is designed to consider the whole supply chain during planning - so, maybe you can realize it your idea using this SAP solution.
