I think you blocked vendor by using XK06, then open the XK06 again and remove the block tick the vendor will become on normal.

use either code MK05 or XK05 based on your requirement , in the the Bloc/unblock vendor:Intial screen enter the particulars either at MK05 entry reqt. or XK05 entry reqt. Remove the chk boxes inside and save.
