Trying to create new copying routine VOFM

Hi Gurus,

I am trying to create a new copying requirement by copying the standard but I get this message

Object TFRM cannot be blocked: Display only

I am in DEV system but the same I did in SBX and was able to do so.

Can you help me in this to find out what do need to do??
