How page footer to be printed on the same position in Crystal Reports 2008

I am using Crystal Reports 2008 .When I export to excel(xls) , I want

page footer to be printed on the same position in every page ,not depending of detail .

How I could use Data Report page footer to be printed on the same position,not depending of detail ???

After installing CR 2008 SP2 , It is still an issue.

One option is to keep track of how many lines in the detail section you are printing and if more than you require then stop. I don't have a sample but I know it's been done. Possibly others out there have an example.
