MRP don't check target quantities.
The planning run should run automatically and should not be interrupted
by some events. The system makes a decision either in favor of the quota
arrangement or in favor of the source list. The system reads the
scheduling agreement once in the update process. To have a check on
the target qty would require another read of the document which was
determined to be detrimental to system perfromance.
A maximum quantity can be considered by means of the quota arrangement.
