can the DataDirect drivers (only ones available for download) below be used for Universe Design and Web Intelligence?

The Supported Platforms documents, available from the SAP Support Portal, provide granular detail on the explicitly supported operating environments. The following excerpts were taken from the BusinessObjects Enterprise XI 3.1 for Solaris Supported Platforms:

Web Intelligence, Desktop Intelligence, Dashboard and Analytics Data Sources

(2) DataDirect drivers for Desktop Intelligence, Dashboard and Analytics, and Web Intelligence are not provided by BusinessObjects.

Supported Data Sources for Set Analysis

Crystal Reports Reporting Data Sources

(1) DataDirect drivers for Crystal Reports are available from Business Objects.

That said, you can certainly purchase the supported DataDirect drivers for use with Universe design and Web Intelligence.
