Problem in creating Web dynpro application

Hi All,

There is webdynpro are created in Java here in my current organization.

But now Ihave to create webdynpro in ABAP.

I Creted one webdynpro bur I am not able to create Webdynpro application

I am getting message that " Object can only be created in SAP package ".

So what I have to do for the same.?
