how does a junior web blogger come to know if his/her weblog is approved and published
Once a blog has been published it will be listed under the various topic areas, the "most recent" as well as the author's page. If you click the name of the author from https://www.sdn.sap.com/irj/sdn/sdnweblogs/webloggers you will see the "author page"
For example /people/craig.cmehil/blog
That is my author page and all published weblogs are listed there.

Hi,
First you need to go to the weblog section and apply to become a blogger:
https://www.sdn.sap.com/irj/sdn/sdnweblogs/becomeblogger
After you are approved you will receive a mail with a link, from that link you can start creating your blogs.

Your applicaton form is blank and never submitted, https://www.sdn.sap.com/irj/sdn/sdnweblogs/becomeblogger
You'll need to complete that application form Eugene.
We have many content specialists and reviewers who keep their eyes open for good blogs and content to feature.
However another way is through USER recommendations and our "Community Reporters"
https://www.sdn.sap.com/irj/sdn/docs?rid=/webcontent/uuid/21da3d18-0a01-0010-2db9-b70ba1674afe [original link is broken]
Remember that before you post a blog, you must search the SDN page in order to see if someone have already blog it...or if someone have written a paper or some referals to the idea your after.
As Craig says...There is also a review team, who judge the blog for good spelling, consistency of code and double posted blogs... -:) If you pass all of this...Your blog should be approved and post it -;)
Greetings,
Blag.
