Kind of data they hold is differnet
JCDS holds object no and it's status along with the date time and userid
in JCDS basically object no of order, maintenance plan etc. got populated
No much idea about CDHDR but objects are different ( No order related entry found here )
and most importantly it does not contain status.

while
CDHDR holds change documents related with Masterdata objects such as Material, Customer, vendor routing etc. Using and Change No. in this table and then refering CDPOS table we can find out fields that are updated or uploaded with that change number.

JCDS-table of Change documents for System/User statuses
if we create a role and after that what ever changes made to that role, all the changes are recorded in the database. The changes recorded in the database is called change documents in terms of client copy.
while
CDHDR- table of Change document header
Change pointers SAP R/3 objects that mark changes in SAP data. Change pointers are managed by sharing mechanisms in a Master Data and changes are based on documents (CD) objects. CD objects record the changes to master data at a field level. These changes are recorded in Tables CDHDR (header table)

Hi,
CDHDR- this table is mainly related to change pointers and is also related to masterd data change
and before this we have to indicate which field we are changing in a particular t-code in the system.
JCDS- JCDS holds object no and it's status along with the date time and userid in JCDS basically object no of order, maintenance plan etc. got populated .
