&CAUSE&
You tried to start program &v2&. Hower, you do not have the necessary authorization (authorization object S_PROGRAM, field P_ACTION=SUBMIT. The system checks the contents of the authorization group field in the program attributes(in this case, "&v1&") against the values in your user master record in the field P_GROUP.

Just add authorization object S_PROGRAM, field P_ACTION=SUBMIT to a role and assign to the user....
Very clear...

Can you clarify u201Cfull authorizationu201D ?
Did you check that the assigned profiles translated into u201CS_PROGRAM, field P_ACTION=SUBMITu201D access?
Use SUIM to see what accounts have this authorization.
In any case, the suggested ST01 trace will show you.
Hope this helps.

Hi
This seems to be an issue with the authorizations os wf-batch user
I would suggest you give SAP_ALL profile to this user as it is a system user
It will resolve your issue
