Error '9' when calling service 'SO_OBJECT_SEND'
I have a mail step in the workflow, which works fine in dev system but gave the above error in quality system.
I have checked the binding/agent determination and they seems fine.
Any pointers will be helpful.

That seems to be a very generic error, check the workflow log for more information.
Check the agent assignment again, make sure there were no errors in the transport (if it was transported recently), make sure an activated version was transported.
