"Internet Service" not found

Hi Experts,

Can someone tell me, there is no "Internet Service" when go to SE80 in SAP 640 and NSP 700, this problem has made me confused several days.

Sorry, I'm trying to use SAP ITS by the following guide:

it says:"In transaction SE80 from the drop down box you see on the left side pane, choose Internet Service......"but in sap 640 and 700,there is no "Internet Service" after go to SE80, I has ever post this problem in ITS forum, but there is no solution.
