I have done a few thing wrong with my database so I decided to re-install everything. Currently I have SP15, but SP16 is already available so I am downloading the latest version.
Can I simply install the new software over the existing version? Or should I first uninstall the previous version and clean up all folders?
btw, OS is windows.

Which DB are you using? Did you mean upgrading EP SP15 to SP 16? If yes, I upgraded to SP 16 from SP15. I had Oracle 9 and OS - windows.
It worked for me only when i uninstalled prev versions and cleaned up all folders and began from scratch.
The steps i followed are:
1. Uninstall Oracle (your DB)(apply patches if necessary)
2. Uninstall WebAS
3. Install your database
Make sure important Oracle services are running.
4. Install WebAS SP (base) we had SP 9 CD
5. Install EP SP (base)- we had EP SP 9 CD
6. Import support package 16 for WebAS
7. Install EP SP 16
(Check if JAVA_HOME env var is set) and start the server in MMC console)
