Hi,
is there a way to create a import lock on a system with an exception list?
Analog there is a file T_OFF.<SID> and the exception list T_OFF_EXC.<SID> where you can set a export lock, and only persons in the exception list can export.

No - I don't think you can have any exception added along with T_OFF.<SID> / T_OFF.ALL
The main purpose of this kind of mechanism is to stop all users from releasing any request.
If you want to have certain users only be able to release, then it can be definitely managed from authorization objects.

If you copy a file TOFF_EXC.SID into /usr/sap/trans/bin directory, no one can release the requests from the system.
If you want to maintain the exception list, please update the user ids into the file TOFF_EXC.SID(it is a text file). Then only the maintained user id's can able to release the request.
