The download and install of the BOE XI 3.1 requires local admin rights. None of our users have this right. I would like to know how to distribute the print control.

Your IT department can push out this control to all users PC's without having admin rights. Check Microsofts site for more info on how to do this.
CR requires users have Admin rights to install controls, no way around this.
