As far as I know the answer is NO, the variables are specific to planning areas.

I have written a paper on a user exit function to mimic "Global Variable" behavior. This means the administrative user set the value for himself, when he runs the "BroadCast" function, this variable sets a fixed value variable for all users...

there isn't a way to define global variable but there is a work around.
You can create variable (with replacement type = "Fixed Value") in planning area A and another variabile in planning area B (with replacement type = "Exit").
The FM of second variable get the value of firts variable.

The way to define a global variable which can be used by many planning areas--
I will enter the value of the variable in one planning area and the same will be used by other planning areas can be done using user exit.
Another possibility is including your entire custo under the same multi planning area. There you only define your variables once. Then you select the single planning areas you want to work with in your planning levels.
This way of working prevents from creating numerous user exit variables in all ways.
