system Block/Error message required when costing is not done for Sales Orde

while doing the sales order creation, the system is to give an Block/Error Message/Info Popup is required in case the respective sales order is not done costing either in MTO / MTS process also.

How to make it done before saving the Sales Order.

Please guide the process to follow
