Sale Order of Parent Material is consuming PIR of Planning Material.
For Planning Material = for balance quantity planned orders are created.
(PIR qty of Planning Mtl > Sale Order Qty of Parent Material).
Under what circumstances / settings, Planned Order (of planning material) will be convertible, so that procurement of planning material can be done.

??? Planning materials are never procured. If you were to build them, they would never have all of the characteristics of finished goods that you need to service your customer. They are generally only used to implement forecasting, and for moving dependent demand to lower level items. Planning materials enable you to be able to transparently procure lower level items at any stage of the planning process - before sales order entry, during sales order processing, after sales order processing.
When your sales order arrives, you will get a convertible proposal for the FG item. This new proposal will create dependent demand for the components.
The PIR for the planning material will be consumed, the non-convertible proposals will be reduced, and thus the dependent demand driven by the planning material will also be reduced accordingly.
If you wish to build and stock a material, in anticipation of a finished goods sales order, you would probably insert a semi-finished goods material into your BOM, instead of using a planning material.

we have done the following:
For Parent Material(FG) & Planning Material following settings are done
Strategy Gruop = 60
Consumption Mode = 2
Backward / Forward cons period = 30
Indiv / collective indicator = 2
The BOM of both FG & Planning Material contains ->SFG & components below SFG.
PIR created for planning material.
After MRP run, non convertible planned order is created for SFG of planning material.
Sale order created for parent material - this in turn creates convertible planned order for FG
After MRP run, sale order consumes PIR of planning Material.
The non convertible planned order, (the earlier mentioned) remains as it .
Are these results correct ??

You mention that you get a non-convertible order for SFG. This is normally not required, nor desirable. It is actually is dependent on the Strategy settings of the SFG material. It is more complex to try to forecast more than one level of the BOM, and I suggest that you do not attempt it until you are very comfortable and consistant with forecasting at the FGs level first.
Normally, SFG materials would use a standard MTS unforecasted strategy such as 10. Don't use 6* strategies for SFG. Don't attempt any forecasting strategies for SFG, at least for now.
You mentioned that both your FGs and planning material have consumption parameters, Normally, you do not have any entries against Consumption Mode and Backward / Forward cons period in FGS. Your settings for the Planning material are OK.
