Could any one let me how to extract the list of vendors to which no single posting has not been made since 18 months.

Try the report "S_ALR_87012093 - Vendor Business" , this is available in Information system. Give the reporting periods for which you want data / no data. Select Accounts with no purchases.

As my limited knowledge ,The SAP maybe did not contain a program such like this.
So your should to create a program to provide such report
