Requirement is a Routine developed through ABap to meet specific needs of the access sequence. The requirement passes the information to pick up or display the appropriate condition data.
For Ex: If we see PR00 access sequence we have two tables which are being used, Table 6. The difference is brought by the requirement by assigning "3" - Foreign currency doc. which explains that this data will be read if we are pricing a customer with document currency in USD then the system will use the following table. In short it explains the for what purpose the access sequence is used for.
In Pricing procedure we have a "requirement" column which distinguishes the condition type say "2" means this it is relevent for pricing. Similarly for Free goods the requirement type is 59 and 24 for Rebates which means that this condition types are used at billing level.

Requirement is an ABAP routine
If that is assigned to a condition table in the access sequence then the values in the table will come into effect only when the requirement is met
In simple if the Requirement is met then the access (condition table) is valid
Similarly in pricing procedure also in the condition type row there is a requiremet
That means if the Requirement is met then the condition type is valid
For PR00 there will be a requirement 2 which means PR00 is valid for only those items which has a pricing indicator as X (standard pricing) in its item category
Similarly if you look the Standard access sequence PR02 there is table in that access sequence table no 306 which has a requirement 3 (foreign currency) which means that if there is different doc currency that access will be valid
Requirement has the same meaning everywhere

Example
The system uses an access sequence to determine the price of a material. One of the accesses in the sequence contains the requirement "in foreign currency." The system only uses the table behind this access if the sales order for which the price must be calculated is in a foreign currency.
