This functionality is not available in the Web report. Looking at the functional enhancement schedule, this feature is not planned either. You can upload the full list in bex analyzer and save a variant which can be used in the web application.
A user over on the ITTOOLBOX BI forum recently pointed out that variable fields in the WAD (7.0+ GUI) will take a formatted input as: value1; value2; value3; . . . etc.
It is not as convenient as uploading a file, but works. Place your input list into a text editor and assemble a long string of values with the semicolon separator. Copy it to the clipboard, then paste into the variable field. I am not sure what the limit is, but it has worked for at least 250 values (NUMC).
