Hello everybody,
can someone of you tell me why the rule sometimes failed with the above error message in the actionlog?
Everything is alright it seemed, I have defined partners in customizing actions and conditions as in the rule itself, but sometimes this error message above is generated in the 'Details for action' . If I look into the determination log, everything is ok.... and what does Step 1 mean?

check if user who send notification have all authorisation in sending system for create notif in SolMan.

Now regarding the warning message what you are getting while creating
the message please refer to the attached SAP note 616946. This provides
an example how the determination could be set up using the
organizational units available with the standard delivered
organizational model.
With the delivered standard settings of the service desk in Solution
Manager 4.0 an action is used for the determination of the Support Team
SLFN0001_ADVANCED_FIND_PARTNER.
And in this action the mentioned determination rule AC13200137 is used.
So if you do not want to use this action you need to deactivate,then the
warning message wouldnt appeare.

for solution check OSS Notes 1265788, 1302672, 1314881,1115851 ,1365463 and implement them. Note 1365463 was the solution for our system.

to identify the root cause of that problem I recommend that you open a message for SAP containing a description and some screenshots of the steps performed leading to that error. In addition an example where the problem did not occur might be helpful for problem analysis too.
