Import into QA is allowed without Phase Shift

My IT Operator is able to perform an import into QA when the phase is still in Dev w/ release. Shouldn't this throw an error saying it has to be in Test Phase? Where do I control this.

It doesn't have to be in Test phase. You can import during Development with Release. Test phase just stops you from doing new development, but still test the stuff that was already worked on.

It must be an authorization issue. Does he have the "special" RFC auths?

edit: ah I read isn't able, not is able. same thing applies just ignore the last two senetences.

Well if that is the way it works I am fine with it. Now send me that freakin design doc
