Change Request Management: track with two systems (Only dev and prod).

I have two systems A and B which are respectively a development system and a production system. The transport route is A to B.

I want to manage the transports between these two systems using the Change Request Management of Solution Manager. Up to now, I have just created projects with at least three systems (development, test and production), but I do not know if it is possible to manage track with only two systems. I want to use only urgnt corrections.

In my opinion, I could solve this problem creating a third virtual system (C) of type Production and creating the transport route A to B to C.

Then, I will create a custom approval flow which ends with the import into the test system B.

Any other solutions?
