What does empty record mean?

Hello Experts,

"Distr function ignores empty records".

Does empty record mean

records that exist with ALL KF values = '#' or '0'?

Or do they mean records that does not exist at all?

Empty records are those that have the value Not Assigned [#] for all characteristic values involved in distribution.
