This means that message is not processed but instead waiting for some queue to get registered SMQR.
To do this :
sxmb_adm-> manage queries-> register queues....

The basic reason for the problem is stuck message in the inbound queue. You may check it in smq1 or smq2. The way to solve it is very much scenario specific. What is your flow? e.g. in case of abap client abap proxt, missing commit work could raise this error. In case of BPM, improper correlation could lead to such errors.

Goto SMQR and activate corresponding queue. You can see queue name in SXMB_MONI. It will process your message.
