That field pertain to employee master data which belongs to HR module were u can maintain employee personnel number which can be used as a unique for employees

This field is used by clients when they r selling something to the Emloyee. in that case Employee is created as a customer and this field captures the Employee number. This field this then used by SAP HR to run the deductions on the pay roll.

The answer to your question was implied by rithvika -- i.e. creates relationship between the person who "owns" the customer account -- could be used for many things, reporting for example. On other hand like in many places w/in SAP, just because a field is available doesn't always mean must be used.

the personnel number(employee responsible for this customer) is assigned to the customer

The personnel number is the only feature within a client which is unique to an employee. You have to enter a personnel number before you can display and maintain an employee's master data and time data.
