Hi,
Could anyone tell me how to do the country specific settings in HR system and subsequent settings in R/3 for ESS and MSS ?

You need to do it VIA spro for each indivual node, For time check ptarq, Infact you can do ESS from here
Check in SPRO for Personal management for ESS. Be specific what service you want to customise
