If the QM in Procurement is Active then you should activate "QM in procurement" for all plants pertaining to a client,In IMG you should do the seeting at client level for QM procurement Active.
The field Control key is that whenever you create the RFQ,PR or PO Hee you can activate the control key like that
AGR Delivery release, QA agreement
CER Release, certificate &invoice Block
DLV Del. release, tech.del terms, QA agreem.
GR No active functions, info message
INV No release, invoice block
MM All functions active with error message
Here you can maintain the control key to perform the possible functionality,for example INV--No release, invoice block ,isthis functionality is selcted in Material master then the whenever GR is done & after accepting from quality stock to unrestricted or usage decission from the Quality then only the invoice cam be created for the GR document.
The Target system ,when a request for a quotation is made or if a purchase order is created, vendor's verified QM system, according to vendor master record or quality info-record for the Qm system verified theh QM systems as specified in the material master.
