Can authorization be restricted for a user to not create a sales order against a plant that he is not authorized to work in. The user belongs to plant 1 so he should not be able to create a sales order against plant 2

In the standard system, there is no autorization-check for checking for the plants in the sales order.
In my opinion some of the reasons are:
1) The list of plants is already limited to the plants defined in the sales area.
2) The plant is "only" a logistic element in the sales order, it does not usually affect pricing.
3) The SD user is usually a "trusted" user and is supposed to know what he should do.
4) During delivery generation, the plant authorization is checked.
5) The usual value determined for the plant from the customer or material master data is already correct and does not need manual change.
If you are absolutely sure you need this, then you can incorporate a new authority-check when saving the sales order, that checks for the plant, but again IMHO probably not needed.

yes you can, check out with your security guy and invoke the roles accordingly,l the standard SAP role are enough for this requirement and the roles should be attached to users accordingly.
