You could remove the application types is DC30 but they would still be able to bypass it if they tried. The only other method would be an enhancement to check the application type.
You can load an AVI against another application type if you want so deleting it will normally give the user an indication that they are not supposed to save that type of application but it won't stop it happening if they still force it through. You may have to prevent it happening with ABAP if its really an issue.
