Hi Guys,
The problem is solved,
In J2EE Visual Administrator --> messaging.connections
the Messaging System parameters had to be set to:
Send.maxConsumers=10
Recv.maxConsumers=10
Call.maxConsumers=20
Rqst.maxConsumers=20

Hi Rajesh,
The volume of data is not humungous,
I was able to ping the Receiver FTP from Putty as well.
The interface is basically sender file to xi to ECC, and the response to JDBC and file.
There are updates on JDBC but no file generqation on FTP.

in RWB, Message Monitoring -> Via Adapter Engine, look into the trace/log to see what exactly is the error here.
Are you by any chance using EOIO? In that case, one of the message that will fail will cause all the following to go into To Be Delivered State
