Step 10 - Redeploy Files system - error return code 4 during installation

I've tried most of the day, but no success. I need help installing SAP NetWeaver 04 SP16. The subject describes the high level error.

The following was in the log:

Michael,

Try to reboot your PC and restart the installation from old, instead of new, which will continue from step 10. It worked for me this time, although it didn't when I did SP14. The installer isn't able to get to the service, it's either due to the old service from previous installation is confusing/conflicting with the new one. Or the new one isn't automatically started somehow.

I ended up doing exactly what you posted before I received your response. It did install everything, but now I have a server issue.
