Hi,

Following could be the reaosns:

1. This could be a ICM problem as well.Try to increase the trace level of ICM and then restart the XML message. Check the ICM trace file, there gotta be some detailed error text telling you what's exactly happening. Instead of restarting the server, pls try to ONLY restart ICM and see if it solves the problem.

An ICM kernel update would be recommanded.

2.Wrong URL. PLeae check the URL once again.

3.Check in SMICM if your HTTP service is running.Also check SMICM logs by increasing the Logging and trace levels in SXMB_ADM.
