sappfpar check pf =/usr/sap/SID/SYS/profile/SID_DVEBMGS01_hostname or whatever the name is give the full path then execute it

Did you change anything on this server like parameters, size of paging file etc?

Check your paging file size and adjust it to 3 to 4 times of your RAM size.

This looks a memory related problem, system is not getting enough process memory, so all the processes are dying.

what is the value of em/address_space_MB profile parameters

Try reducing this value and I think SAP should come up

execute sappfpar check pf= <instance profile> and see the output.
